Nepal's higher-education equivalence function moved from TU CDC to the University Grants Commission in July 2026. This guide explains the new UGC portal, regular versus procedural review, current document groups, online payment, realistic timing, and the evidence that commonly needs extra review.

Eligibility
- A holder of an academic degree awarded by a foreign university who needs formal higher-education equivalence for study, service, professional registration, or employment in Nepal
- A qualification that falls within UGC's current higher-education equivalence mandate
- A Bachelor-level applicant able to supply +2 or the applicable immediate lower qualification as entry evidence
- A Master's applicant able to supply the Bachelor's degree as entry evidence
- An M.Phil. or Ph.D. applicant able to supply the Master's degree and the additional research, supervision, defence, and viva records requested for that level
- Applicants seeking +2-level or CTEVT equivalence should not use this higher-education guide; those levels follow their responsible authority's process
Required documents checklist

- □ Clear digital copies that remain readable after upload; keep the originals for any later verification or certificate step
- □ An email address and mobile number controlled by the applicant, plus access to the online payment method shown after submission
Step-by-step process
- Confirm that the request is for a foreign higher-education degree. TU CDC's live notice says it stopped taking these applications from 2083/04/01 because the function moved to UGC.
- Open ugcequivalence.edu.np from the UGC main website. Create an account with your own email and mobile number, verify the account, and keep the login private.
- Complete the profile exactly as the degree, transcript, passport, and identity records show. Resolve unexplained spelling, date, or institution-name differences before sending the application.
- Choose the qualification, university, country, subject, and equivalent award requested. The portal separates a previously evaluated regular case from a new university or program that requires procedural review.
- Prepare the degree and transcript together with the immediate lower-level certificate and transcript. Add passport/visa or residence evidence for study outside Nepal and India.
- Add degree-specific evidence. Clinical or internship records may be needed for practice-based programs; M.Phil. and Ph.D. files require substantially more enrollment, supervision, research, defence, and viva evidence.
- Upload clear records in the formats and limits displayed by the live portal. Do not upload a degree alone and assume UGC can reconstruct the rest of the academic path.
- Review every field and attachment, submit the application, then use the payment tab. Pay only the amount displayed for the application. UGC says paid fees are non-refundable except where the Commission or prevailing law permits.
- Monitor the account for verification questions. A regular case can still pause if a document is incomplete; a procedural case goes to the concerned subject committee before the final decision.
- When UGC marks the certificate ready, follow the portal's issue or collection instruction. Keep the equivalence certificate together with the underlying degree and transcript.
- If a professional council, employer, or admitting institution also requires separate recognition, complete that process independently. Academic equivalence does not automatically replace professional registration.
Fees and timelines
- UGC's portal does not publish one flat public fee in its FAQ. It instructs the applicant to complete the profile and uploads, submit, and pay the applicable amount shown in the payment tab.
- UGC says payment is normally non-refundable after it is made, except where a Commission decision or prevailing law allows otherwise. Check the application type before paying.
- For regular equivalence, the UGC portal says a certificate is usually issued within a few working days after all documents are verified as complete. This is guidance, not a guaranteed deadline.
- For procedural equivalence, where the university or program is being evaluated for the first time and the subject committee must review it, UGC says the process may take approximately one month.
- An incomplete record, institutional verification, unfamiliar delivery mode, clinical or research evidence, or a new university or program can extend review. Do not promise a deadline to an employer or university before UGC decides the case.
