How to Check a Licensed Manpower Agency in Nepal
A bilingual, evidence-first guide to checking a foreign-employment recruitment agency through Nepal's official DOFE search, matching its permission number and identity, checking a specific job's pre-permission record, and avoiding sub-agent and payment fraud.

Quick answer
Open the Department of Foreign Employment's official Recruitment Agency search at foreignjob.dofe.gov.np. Search by the agency's complete legal name or Permission No, review the displayed status and organization details, and match them with the company named on the job offer, agreement, receipt and payment request. Then check the specific vacancy through the official pre-permission or lot-number search. A real agency licence does not prove that every advertisement, sub-agent, job, visa, salary promise or bank account is genuine.
Eligibility
- A Nepali worker checking a recruitment or manpower company before submitting a passport, signing a foreign-employment agreement or paying money
- A family member verifying the agency and job details on behalf of a worker
- A worker comparing an agency's advertisement, office sign or social-media name with its legal DOFE record
- A worker who has a permission number, agency name or vacancy lot number and wants to repeat the check independently
- A foreign employer or professional adviser performing a preliminary public check of a Nepal recruitment agency
- Anyone using the public search without asking for the agency's private FEIMS credentials, another worker's account or an OTP
Required documents checklist
- □ The recruitment agency's complete legal name, including Pvt. Ltd. or another legal suffix where shown
- □ The claimed DOFE Permission No or licence number exactly as printed on the advertisement, agreement or receipt
- □ The office address and contact details represented to the worker
- □ The full name and role of the person dealing with the worker, including whether the person claims to be a proprietor, labour representative, employee or outside agent
- □ The job's lot number or pre-permission reference when a specific vacancy is being offered
- □ The destination country, employer, position, salary, contract period, working hours and facilities stated in the offer
- □ The proposed employment contract and any demand, selection or interview document
- □ The legal name of the bank, wallet, QR or cash-receipt recipient requested for payment
- □ A blank private note for the official URLs, search values, results and date checked
- □ Only the minimum personal information needed for official confirmation; do not upload a passport merely to perform the public agency search
Step-by-step process
- Open foreignjob.dofe.gov.np directly or reach it from the Department of Foreign Employment website. Confirm the .gov.np domain before entering a name or permission number.
- Ask the recruiter for the complete legal agency name and DOFE Permission No. Do not rely only on a logo, Facebook page, informal office name or a person's visiting card.
- Use the official Recruitment Agency page to search by Permission No or agency Name. The live page also provides a Status filter and areas for proprietor and labour-representative information.
- Compare the exact result with the company named on the advertisement, offer, agreement and receipt. A similar name or shared brand word is not a match.
- Review the displayed status at the time of checking. If it is unclear, missing or not compatible with the recruiter's claim, pause the transaction and ask DOFE for confirmation rather than guessing.
- Match the office, proprietor or labour-representative information shown by the official route with the person and location presented to you. A person claiming to be a sub-agent is not verified merely because a real agency exists.
- For a specific job, ask for its lot number or pre-permission reference and use DOFE's Search Pre-Permission Details page. Compare the recruiting agency, employer, destination, post, salary, quota, contract period, hours, facilities and total-expense fields that the official job detail makes available.
- Read the employment contract and compare every material term with the official job record. Do not accept a verbal explanation for a different employer, job, salary, destination or contract period.
- Before paying, ask the licensed agency to confirm the recipient and receipt process through an independently obtained official contact. Do not transfer money to an unrelated personal account or surrender an original passport without a documented purpose and receipt.
- If a material mismatch remains, keep the advertisement, messages, agreement, receipts, account details and search notes. Use DOFE's current contact or complaint route; do not pay again to 'unlock' an unverified job.
Fees and timelines
- The public Recruitment Agency and Pre-Permission search pages reviewed on August 5, 2026 did not display a charge for performing these lookups.
- DOFE does not publish one guaranteed time for a public search. Portal availability, spelling, old brand names and incomplete permission or lot numbers can affect the check.
- Do not copy a recruitment fee from an old article, social post or another worker's case. Confirm the currently permitted charge and every included cost for the exact destination and recruitment route through DOFE and the written official job record.
- A licence search is only the agency-identity step. Pre-permission, selection, medical, insurance, orientation, labour approval, visa and travel are separate steps with their own current requirements.
- A vacancy can change, fill or expire. Repeat the official job check before a material payment and again before final labour approval or departure if the process has been delayed.
- Complaint and investigation timelines depend on the facts and evidence. The existence of a complaint form does not guarantee recovery, a decision date or a particular outcome.
Common mistakes
- Searching only a brand name while the contract uses a different legal company
- Trusting a licence photo or office sign without repeating the check on the official live portal
- Treating a similar company name as an exact match
- Checking the agency but not checking the specific vacancy or lot number
- Assuming a licensed company validates every person who claims to be its sub-agent
- Assuming a real permission number proves that a social-media account, phone number or QR belongs to the agency
- Ignoring a status mismatch or missing result because the recruiter says the portal is always wrong
- Accepting a different employer, destination, position, salary or working hours than the official job record
- Paying an individual without a company-confirmed payment channel and detailed receipt
- Giving an original passport, OTP, password, banking PIN or remote-device access for a public licence check
- Travelling or paying on the strength of a visa image without completing Nepal's responsible foreign-employment process
- Deleting advertisements, chats or receipts after a problem starts instead of preserving evidence
The four checks a worker should keep separate
| Check | Question it answers |
|---|---|
| Agency search | Does the exact legal recruitment agency appear in the DOFE public search, and what status is displayed? |
| Representative check | Is the person dealing with the worker genuinely connected to that agency in the claimed role? |
| Job or lot check | Does DOFE's pre-permission record describe this employer, destination, position and employment package? |
| Payment check | Did the licensed agency authorize this recipient and provide an accountable receipt process? |
What the DOFE public tools currently expose
The official Recruitment Agency page accepts a Permission No, Name and Status filter and displays areas for proprietor and labour-representative information. The separate Pre-Permission search accepts a lot number, while an official job detail can identify the recruiting agency, proprietor, licence number, employer, destination, salary, quota, contract, hours, facilities and total expenses. Use the two searches together; neither should be replaced by a screenshot sent by the recruiter.
What a successful licence result proves—and does not prove
| Evidence | Safe conclusion |
|---|---|
| Exact agency and permission number found | Useful evidence about the agency record and displayed status at the time checked |
| Specific lot/pre-permission record found | Useful evidence that DOFE's public record contains the displayed vacancy details |
| Representative confirmed by the agency | Useful evidence that the person is connected to the agency in the confirmed role |
| None of these checks | A guarantee of visa approval, job performance, salary payment, safe treatment, departure date or refund |
A fraudster can copy a real agency's licence
A genuine company name and permission number can be copied into a fake advertisement, chat profile, ID card or payment request. Open the official portal yourself, verify the specific job, contact the agency independently and match the payment recipient before giving money or documents.
If the agency is missing, unclear or mismatched
Pause first; then identify exactly which part does not match.
- 1Check spelling and the complete legal name once.
- 2Search by the claimed Permission No instead of only the brand.
- 3Compare the result's status with the recruiter's current claim.
- 4Ask the licensed agency, through an independently obtained contact, whether the person and office are authorized.
- 5Check the job's lot or pre-permission record separately.
- 6Do not call a company fraudulent from a temporary portal error alone.
- 7Do not pay while a legal name, status, representative, job or recipient remains unresolved.
- 8Use DOFE's contact or complaint route when evidence indicates a material problem.
The three-name test
The agency in the DOFE search, the company signing the worker's agreement and the entity issuing the payment receipt should form one explainable chain. If a fourth unrelated person asks for money, obtain written confirmation directly from the licensed agency before proceeding.
