How to Apply for a Press Representative Card in Nepal
A bilingual, role-aware guide for domestic journalists applying through Nepal's Department of Information and Broadcasting IMS, with current document categories, application steps, official fee distinctions, confirmation-code safety, conditional requirements and post-submission checks.
Independent guide, not an official website
Nepal Docs Guide is not affiliated with the Government of Nepal. This guide helps you prepare, but official portals and offices control final rules, fees, forms, and timelines.
Quick answer
For a first domestic Press Representative Card, begin at the Department of Information and Broadcasting's official Information Management System, choose Press Representative Certificate, and complete the journalist application with accurate identity, education, address and press-employment details. The current citizen charter lists citizenship, educational certificates, the media organization's recommendation, appointment or contract paper and four passport-size photos for the ordinary domestic route. The live portal accepts required uploads as PDF files up to 2 MB and may display additional role-specific evidence. Save the confirmation code so you can view, print and pay through the official workflow. प्रेस कार्डको आवेदन ims.doib.gov.np बाट मात्र गरी आफ्नो भूमिका अनुसार देखिएका कागजात पेश गर्नुहोस्।
Eligibility
- A Nepali journalist named in the required institutional staffing or press records and supported by the relevant media organization's recommendation
- A domestic press representative with citizenship, educational proof and an appointment or contract that matches the selected role and period
- An editor or independent journalist who can provide the additional evidence required for that role under the current procedure and live portal
- A temporary press representative who selects the temporary route and confirms the documents and fee shown for that route
- An applicant whose affiliated newspaper, broadcast outlet or online medium has the relevant registration or record evidence requested by the portal
- Foreign journalists should not use this domestic guide as their final checklist; DOI publishes a separate foreign-journalist and visa-recommendation route
Required documents checklist
- □ Copy of Nepali citizenship for the domestic applicant
- □ Educational qualification certificates required for the selected press role
- □ Recommendation letter from the relevant media organization
- □ Copy of the appointment letter or employment/contract paper showing the role and period
- □ Four recent passport-size photographs as listed in the current DOI citizen charter; confirm the current online-versus-physical submission method
- □ Accurate media name, organization affiliation, pass type, work area, working district and requested role information
- □ For a newspaper route: the publication or permanent-registration evidence requested by the live form
- □ For registered online media: the online-media registration certificate or confirmation number requested by the live form
- □ For editor or independent-journalist routes: the additional published-work, byline, experience, qualification or original-writing evidence shown by the selected role
- □ PDF versions of the online uploads, each within the current 2 MB limit displayed by the portal
- □ Payment evidence generated through the official workflow after reviewing the correct role and amount
- □ The saved confirmation code produced by the portal
Step-by-step process
- Open the official DOI website and follow its Press and Online or Information Management System service link. Avoid application links sent by unverified agents.
- Choose Press Representative Certificate, not online-media registration, press-card duplicate, renewal or another media service.
- Read the current citizen charter and the Press Representative Certificate and Identity Card Distribution Procedure before deciding which role and pass type fits your work.
- Ask the affiliated media organization to confirm that its records, staffing details and recommendation support your application.
- Prepare citizenship, education, appointment or contract, recommendation, photo and media-registration evidence with matching names, dates and roles.
- Convert the documents requested by the live portal into readable PDF files within the displayed 2 MB limit. Do not compress them until text, seals and signatures become unreadable.
- Complete personal, education, address and contact details exactly. Use an email address and mobile number you can access for follow-up.
- Complete the Press Information section carefully: organization, media name in English and Nepali, pass type, working district, date period, title and work area.
- Upload only the documents that apply to the selected role, while keeping the full official checklist ready in case DOI requests physical verification or an additional record.
- Review every field before submission, then save the confirmation code immediately. The portal states that this code is required to view, print and pay after submission.
- Use the official confirmation-number view to check the application, print the record and complete the applicable payment rather than sending money to a personal account.
- Follow DOI instructions for any office visit, original-document check, photographs or card collection, and keep the application, payment and collection records together.
Fees and timelines
- The DOI citizen charter reviewed on August 3, 2026 lists NPR 300 for a domestic press representative, NPR 600 for an independent journalist and NPR 900 for a temporary press representative.
- Editor and independent-journalist routes are separately identified in the citizen charter; the listed editor fee is NPR 300 and the independent-journalist fee is NPR 600.
- Renewal, late renewal, duplicate card and organization-change charges are separate services. Do not use those amounts as the first-application fee.
- The same citizen charter lists same-day service for the standard domestic issue/renewal/organization-change group and second working day for a duplicate. This is an official service target, not a guarantee for an incomplete or additionally verified application.
- The online portal may require a confirmation-number step before viewing, printing or paying. Allow time to correct unreadable uploads or role mismatches before any deadline.
- Fees and workflow can be updated. Confirm the amount displayed by the official portal or current DOI notice immediately before payment.
Common mistakes
- Applying for a Press Representative Card when the actual task is registering or renewing an online media outlet
- Selecting permanent, temporary, editor or independent-journalist options without checking the evidence required for that role
- Submitting a recommendation or appointment letter that names a different role, media outlet or employment period
- Using a brand name that does not match the registered media name or organization affiliation available in IMS
- Uploading blurred, password-protected, incomplete or oversized PDF documents
- Assuming every document visible on the dynamic form applies to every applicant instead of following the selected role and official procedure
- Omitting the online-media registration certificate or confirmation number when the application relies on an online outlet
- Losing the confirmation code and being unable to view, print or pay through the official follow-up section
- Paying a personal account, agent or unofficial QR instead of following the payment instruction generated by DOI IMS
- Using the domestic checklist for a foreign-journalist application or non-tourist-visa recommendation
- Treating the citizen charter's same-day target as guaranteed before the documents and affiliation are verified
- Sharing citizenship, signatures, personal contacts or unpublished work with an unofficial website or intermediary
Domestic press-card routes in the current citizen charter
| Applicant route | Listed fee | Important distinction |
|---|---|---|
| Press representative | NPR 300 | Institution-supported domestic press representative |
| Editor | NPR 300 | Requires the editor-specific evidence under the procedure |
| Independent journalist | NPR 600 | Requires independent-journalist evidence, not merely a self-declared title |
| Temporary press representative | NPR 900 | Select the temporary route and confirm its period and evidence |
| Foreign journalist | Separate route | Different documents and fees; use DOI's foreign-journalist guidance |
What the live IMS application confirms
The current DOI journalist form collects identity, education, address, contact and press information. It asks for organization affiliation, media names in English and Nepali, press-pass type, working district, date period, pass title and work area. It displays required-document uploads as PDFs up to 2 MB, tells applicants to save the confirmation code, and provides a confirmation-number section to view, print and pay.
Choose the correct DOI service
| Your task | Correct service |
|---|---|
| First press representative application | Press Representative Certificate |
| Renew an existing press card | Renewal process, not a new first-time application |
| Replace a lost or damaged press card/red book | Press Representative Certificate duplicate |
| Register or renew a news website | Online Media service |
| Foreign journalist accreditation or visa recommendation | DOI foreign-journalist route |
The live form contains conditional document groups
The application page displays evidence for several journalist roles and media types. Do not assume every visible upload applies to everyone, and do not omit a role-specific requirement. Select the correct role, read the procedure, follow the portal's active fields and confirm ambiguous combinations with DOI before paying.
If the application cannot be completed
Use the error to identify the missing requirement instead of opening duplicate applications immediately.
- 1Check whether the media organization and affiliation are available in IMS.
- 2Confirm that the media outlet's own registration or renewal record is current where required.
- 3Compare the role and dates across the recommendation, appointment/contract and application.
- 4Reduce PDF size without making the citizenship number, seals, dates or signatures unreadable.
- 5Check whether the selected editor, independent or temporary route adds evidence not required for an ordinary press representative.
- 6Use the saved confirmation code to reopen the official follow-up view instead of submitting a conflicting second record.
- 7Contact DOI through the current official website when the portal or role logic remains unclear.
Prepare the media recommendation carefully
The recommendation should identify the applicant, media organization, requested press role and relevant period consistently with the appointment or contract. A generic letter that conflicts with the IMS selection can create avoidable verification questions.
Confirmation-code and payment safety
Save the confirmation code privately; it is used to view, print and pay for the submitted record. Use only the official IMS follow-up path. DOI does not need your banking password, card PIN, OTP or remote-device access to confirm an application.
