- Define the exact online purchase before applying: merchant, product or service, billing cycle, expected amount and whether it is a one-time or recurring payment.
- Check the current NRB foreign-exchange circular and the chosen bank's official card page. Treat social-media posts and old bank fee tables only as leads, not final rules.
- Choose one eligible bank where you hold an account. Using several banks does not create several separate standard limits.
- Update KYC and make sure the name, PAN, citizenship or other identifier, mobile number, email and bank-account details match.
- Ask specifically for the prepaid foreign-currency card intended for lawful international online purchases, not a travel card or foreign-currency-account debit card.
- Complete the bank's application and self-declaration truthfully. State the intended purpose accurately and do not describe a restricted payment as another product.
- Provide the current documents and any invoice, quotation, subscription or merchant evidence the bank asks for.
- Before paying, confirm the issuance, loading, reload, renewal, replacement, foreign-exchange, cross-border, refund, dispute and closure charges on the bank's current official schedule.
- Activate and load the card only through the bank's official branch, app or other verified channel. Never give an OTP, PIN or CVV to an agent.

- The allowance may be loaded once or in parts, but multiple loads and multiple banks do not increase the applicable overall limit.
- There is no one Nepal-wide card price. Issuance, loading, renewal, replacement, foreign-exchange, network, cross-border, dispute, refund and closure charges differ by bank and can change.
- There is no universal processing time in the reviewed NRB rule. KYC status, PAN matching, application route, document completeness, card format and the issuer's review affect timing.
- A qualifying IT, communications-technology or information-dissemination industry may be assessed for a separate annual ceiling up to USD 3,000 for specified purchases. With qualifying service-export foreign-currency earnings, the circular provides a maximum total up to USD 5,000; the bank must verify eligibility and evidence.
- Confirm the live exchange rate and all charges before each load. A merchant refund can be affected by the exchange rate and the issuer's refund or closure process.

- Treating a Dollar Card as the same product as a travel card, international credit card or foreign-currency-account debit card
- Assuming the USD 500 standard facility resets on January 1 instead of checking the one-year period from activation

Unified Circular 2082 confirms the issuer classes, account/KYC/PAN checks, the standard USD 500 or equivalent one-year limit from activation, single or multiple loads within the cap, self-declaration against duplicate facilities, lawful online use, document requests, ATM/POS and capital-transaction restrictions, blocked merchant-category controls, and the separate qualifying-industry provisions. Bank-specific fees and one universal processing time are not stated, so this guide does not invent them.
A lawful website can still be declined
A payment may fail because the balance is insufficient, a small authorization hold is added, prepaid cards are not accepted, recurring billing is unsupported, 3-D Secure fails, the billing details differ, the merchant uses a restricted category code, or the bank/card network applies another control. A decline does not by itself prove that the merchant is illegal.
If an international payment fails
Stop repeated retries and diagnose the recorded failure before changing settings or paying an intermediary.

Refunds and temporary holds
A merchant cancellation does not always restore spendable balance immediately. Keep the cancellation and refund reference, ask the merchant whether it released or refunded the charge, and ask the bank for the expected card-network process. Exchange-rate differences and issuer charges may affect the amount credited.
Card-security boundary
Never disclose an OTP, PIN, CVV, mobile-banking password, remote-access code or full card image. Use card controls when available, keep transaction alerts active, remove saved cards from unused services, cancel unwanted subscriptions, and block the card immediately if its details may be exposed.
